Contact Information
1. Contract with an aeration unit service company.
2. Have them provide this office with a copy of the service contract
each year.
Option 2:
1. Service the aerator unit yourself and keep it running correctly.
2. We will inspect the unit once a year.
3. Pay the required inspection fee to the Health Department.
PERMIT TO USE EXISTING SEWAGE DISPOSAL SYSTEM
A permit to use existing sewage disposal system
may be needed for a homeowner when they are doing an addition to
their house or replacing the existing house or trailer with another
trailer, manufactured home, or house.
These forms need to be completely filled out and presented to
Room 350 at the Health Department along with a current tax map of

H.B. 110 PROGRAM
H.B. 110, which was signed into law on March 1,
1984 and became effective on May 31, 1984, amended Sections 3709.085
and 6111.01 of the Ohio Revised Code. This bill authorizes a board
of health, through its contractual agreement with the Ohio
Environmental Protection Agency, to provide inspection and
enforcement services for semipublic wastewater treatment systems
which discharge less than 25,000 gallons per day. Such treatment
systems include both on-site and discharging systems. The local
health department is also granted authority under H.B. 110 to
establish and collect inspection fees from owners of semipublic
facilities served by wastewater treatment systems.
The H.B. 110 Program ensures that these treatment
systems are functioning properly and do not contribute to a
non-point source of pollution. Improving wastewater quality protects
local watersheds decreasing health risks throughout local
communities.
Ohio Revised Code Section 3709.085 defines
semipublic sewage systems as “a discharge disposal system which
treats the sanitary sewage discharged from publicly and privately
owned buildings or places of assemblage, entertainment, recreation,
education, correction, hospitalization, housing, or employment, but
does not include a disposal system which treats sewage in amounts of
more than twenty-five thousand gallons per day; a disposal system
for the treatment of sewage from single-family, two-family, or
three-family dwellings; or a disposal system for the treatment of
industrial waste.”

Applications for H.B. 110 registration are mailed
annually by the Health Department during the first week of March.
The appropriate fee is to be remitted to the Health Department by
April 1st. Registration permits for semipublic facilities are valid
from April 1st through March 31st.

CONTRACTOR REGISTRATION
REGISTRATION FOR HOUSEHOLD SEWAGE TREATMENT SYSTEM INSTALLER
A person wanting to register as a household
sewage treatment system installer in Portage County should provide
the following:

A $150.00 payable to the Portage County
Health Department.

Certificate of Insurance in the amount of
$300,000/$300,000 Bodily Injury and $100,000 Property Damage
with Portage County Health Department, 449 South Meridian
Street, Ravenna, Ohio 44266, as the certificate holder.
Certificates of Insurance must show an expiration date; those
marked “Continuous” will not be accepted.

A completed application for registration.

SOIL SCIENTIST INSTRUCTIONS TO REVIEW THE SOIL ON YOUR PROPERTY

If you choose to have a private soil scientist
review the soil on your property, a list of those is attached for
your convenience. (You may use any soil scientist who is certified
in Ohio. See list below. If you know of any others, feel free to use them.) The
information we need from them for a re-evaluation is:

A map done to scale of your lot showing the
location of all test holes and the locations of the various soil
types on your lot.

A listing of those soil types' limitations
pertaining to septic tank absorption fields (i.e., slight,
moderate, or severe) and the reasons for those limitations.

If additional drainage is recommended, the
depth of the hardpan or fragipan.
HOME SEWAGE TREATMENT REGULATIONS
The following revised regulations were adopted by the Portage
County Board of Health at their meeting on August 21, 2007.
The sections that have been changed or are new additions are
highlighted with bold lettering.
The regulation adoption process will continue at the September and
October Board meetings. Any comments from interested parties should
be submitted to the Portage County Health Department for
consideration at those meetings.
